IU Kelly vs Penn State Smeal

Just wanted some outside opinions on this. I am between Penn State for about 36k vs IU for 50k. I would most likely have to take out loans to cover the difference. I understand that I have to work hard wherever I go. Would IU give me a significant advantage over Penn State in terms of overall opportunities? Also is the NLF significantly harder to get into than the IB workshop?
